Invitation for Bids for Wireline Logging Service

I. PROJECT OVERVIEW

1. Project Name: Wireline Logging Service

2. Scope of Work: a. Provide 8 Yamama wells wireline logging service, including personnel and equipment.

3. Project Location: Block 9 oil field, Basra Province, Iraq

4. Service Period: From July 1st 2025 to July 1st, 2026

II. TECHNICAL REQUIREMENTS 

1. Personnel Qualifications

Bidder’s technical personnel must have work experience in Iraqi oil fields, rich on-site practical experience, sufficient technical capabilities, and be able to complete logging services for various well types.All personnel at the drilling site shall hold valid HSE, well control, and health certificates.

2. Company Qualifications and Documents

Bidder must possess professional qualifications and certificates for logging services, which shall be updated during the contract period. All verification documents shall be submitted together with the technical bid. Bidder provides quality assurance or inspection reports for logging tools and services during the contract period in accordance with API standards.

3. Equipment and Service Requirements

Provide logging personnel adapted to the geological characteristics of the B9 block and logging tools suitable for our brine high-temperature drilling fluid performance. The Employer shall not bear the logging instrument maintenance costs except for tool dropout.

Ensure the reliability of logging tools during construction, and have available standby tools to avoid affecting construction. If construction is affected, such period shall be counted as NPT time.

4. Operations Management

Bidder submits a logging construction plan before each construction and strictly follows the design during construction.

III. BIDDER QUALIFICATION REQUIREMENTS

A) Basic Qualifications

1. Legal Entity Status

Must be an independent legal entity with general taxpayer status

2. Company Registration Documents

Must provide Iraqi government-issued company registration certificates

3. Tax Identification Number (TAX ID)

Must submit a valid Iraqi government-issued Tax Identification Number (TAX ID)

4. Commercial Registration Number

Must provide an Iraqi government-issued Commercial Registration Number

B) Professional Qualifications

1. Valid Business License

Must hold a valid business license (or equivalent certification) covering wireline logging services

2. Must have at least 1 year of wireline logging service experience in Iraq(supported by contractual proof)

C) Other Requirements

1. Joint bids not accepted

2. The bidder shall maintain an active US dollar (USD) account with a recognized financial institution (Valid bank account confirmation letter must be submitted as proof.)

IV. PRE-QUALIFICATION

1. Application Period: May 23-27, 2025 (Iraq time, deadline: 24:00)

5. ID information of legal representative (ID or passport copy)

6. Full name, contact of chief operator.

7. Company profile & service experiences (should have Iraqi oilfield wireline logging service experience)

NOTE: All the Arabic documentations need English translation from a government officially certified translation agency

V. BIDDING PROCESS

If less than 3 qualified bidders apply, the process will proceed upon approval from higher authorities. If more than 3 qualified bidders apply, the bid documents will be issued via email

VI. IMPORTANT NOTES

This tender is subject to Chinese and Iraqi laws. The bid issuer reserves the right to cancel or re-initiate the bidding process.
