Invitation for Bids for Iraq Rumaila Project Rig Move Service

I. Project Background

1. Project Name： Rig Move Contract

2. Service Content：Six workover rig move contract，The contractor is responsible for the road survey of new well，require to attend rig move meeting organized by the company and provide relevant documents and qualifications as required by the company；One day before rig move, The company will require rig move vehicles with the contractor; the rig move will be carried out after the well is completed. The specific types and quantities of rig moving vehicles and personnel will be reserved by the company from the contractor based on the contract and actual situation. The contractor needs to provide cranes and trucks that can meet the rig move requirements of the company and other related equipment and personnel; the contractor will provide lump sum quotations based on the rig move distance and estimated relocation time; after the rig move is completed, payment will be made according to the agreed lump sum price; if the contract terms regarding service quality and safety are not met, we can deduct money from the contractor until the contract is terminated and the contract is finished.

3. Project Location：Rumaila project site in Basra Iraq. 

4. Service Period： From the date of signing the contract to Dec 31th, 2025.

II.Technical requirements

1. Able to provide sufficient cranes and forklifts that meet ROO requirements (5 *50ton cranes, 1* 80ton crane, 1 *5 ton forklift, 8 escort pickup per day during the rig move) and ATO, ensuring that all certificates are complete and valid.

2. During the rig move, All vehicles must meet ROO's vehicle management standards.

3. All crane and forklift drivers , vehicle banksman must have qualifications approved by ROO.

4. There are sufficient personnel on site. Each well site is provided with at least one HSE supervisor, one truck pusher, and three banksman. Vehicle commanders should be arranged at high-risk locations on the moving road.

5. The equipment securing and vehicle escort must comply with ROO's relevant road transportation standards and procedures.

6. Sufficient vehicles, at least 25-30*40ft flat beds and 4 low-bed trucks (including an 18-meter-long low-bed truck with hydraulic catwalk) are provided every day, and at least 3 rigs can move at the same time.

7. Able to complete the rig move within two days.

8. Before rig move, professional personnel must be arranged to attend the rig move meeting and conduct road surveys.

9. All vehicles must be equipped with IVMS system.

10. The contractor shall provide rig move services 365 days a year. The contractor shall not refuse to provide services due to holidays and/or routine events.

III. Bidder Qualification Requirements

1. The bidder must be a general taxpayer who is capable of providing the services being tendered and independently bears civil and other legal responsibilities.

2. This tender does not accept joint bidding.

3. The contractor participating in the bidding must meet the following conditions: the enterprise registration information is formal and complete, the legal person qualification is complete, and the qualification and reputation are good.

4. Technical requirements: The forklift and crane must have the ATO qualification of ROO, and other vehicles involved in the transportation must comply with the vehicle management standards of ROO.

5. Schedule requirements: Send vehicles and professionals to complete the rig move within the service application period.

6. Quality requirements: Comply with ROO's QA/QC quality system requirements and relevant road transportation procedure requirements.

7. HSE management: follow HSE local management.

8. Good financial status (audit reports or other supporting documents for the past two years are required).

IV. Qualification pre-examination

1. Registration period: May20, 2025 to May 25, 2025 24:00 (Iraq time)

2. Application requirements：

1）Three-in-one business license, company registration certificate, tax number.

2）Documents proving US dollar account.

3）Proof of international project performance (at least 2 similar projects).

4）Bidder's Qualification Declaration Letter (self-drafted format).

5）Identification certificate of the legal person (scan of passport or ID card).

6）Good financial status (audit reports or other supporting documents for the past two years are required).

7）Any other technical or company certification documents

V.Rule and procedures

If there are less than three qualified bidders, the process will continue after approval by the superior. If there are more than three qualified bidders, the tenderer will issue the tender documents by email.

VI. Description

This tender is subject to Chinese laws,Iraqi local laws and regulations. The tenderer reserves the right to cancel or re-tender.
