I. Project Overview

1. Project Name: Purchase of drilling Fluid Chemicals for CNLC Drilling Iraq's Ahdab Project

2. Service Content: Supply of drilling Fluid chemicals for three sidetrack wells

3. Project Location: Ahdab Oilfield, Iraq

4. Service Period: From the date of contract signing until July 31, 2026

II. Technical Requirements

1. The company's products have factory certificates and related documents, meeting international standards such as API.

2. The company's products have experience in serving overseas projects and can provide supporting documents such as contracts.

III. Bidder Qualification Requirements

(1) Basic Qualification Conditions

1. A general taxpayer with independent legal person status

2. Provide the company registration documents issued by the Iraqi government

3. Provide the TAX ID issued by the Iraqi government

4. Provide the business registration number issued by the Iraqi government

(2) Professional Qualification Requirements

1. Be a general taxpayer capable of providing the tendered materials and independently bearing civil and other legal responsibilities

2. This tender does not accept joint bids

3. The participating suppliers must meet conditions such as complete and regular enterprise registration materials, complete legal person entity qualifications, and good qualification and reputation status

(3) Other Requirements

1. No joint bids are accepted

2. Payment method uses Iraqi dinars (IQD)

IV. Prequalification

1. Registration period: July 26th - July 31st, 2025 (Iraq time), 18:00

2. Registration materials:

1) Business license;

2) Proof of US dollar account;

3) Identity information of the legal representative (scanned copy of ID or passport);

4) Provide TAX ID;

5) Company profile and service experience;

6) Bidder qualification declaration letter (format to be self-determined)

Note: In the company profile, it should include the company's registered capital, company registration address, business registration number, bank information, full name and contact information of the main person in charge, etc.

V. Rules and Procedures

If the number of qualified bidders is less than 3, the process will be continued after approval by the superior. If the number of qualified bidders is more than 3, the tenderer will issue the tender documents by email.

VI. Important Notes

This tender is subject to Chinese laws and local laws of Iraq. The tenderer reserves the right to cancel or re-tender.
