Procurement of local housekeeping necessities in Halfaya, Iraq

II. Technical requirements

1. Bidders shall quote according to the service content provided in the tender documents. Bidders shall ensure that they have the legal qualifications to execute the contract and provide the original or copy of the relevant production, business license and other qualification certificates to the tenderer.

2. Bidders shall ensure strict compliance with the relevant rules and regulations of Iraq, and shall also ensure compliance with the company's various instructions and principles, including but not limited to safe driving.

3. The bidder shall select and dispatch the contact person on the bidder's side to the workplace designated by the tenderer according to the tenderer's requirements.

4. Except for special circumstances agreed by the tenderer, the bidder's employees must meet the following conditions:

4.1 Healthy, mentally stable, and possess a qualified and valid health certificate;

4.2 Have a high school degree or above; be able to express clearly in oral and written form;

4.3 Not suffering from typhoid, viral hepatitis, gastrointestinal diseases (including carriers), active tuberculosis, purulent infiltrative skin diseases and other food hygiene affecting diseases.

5. The bidder shall pay salaries to employees monthly in accordance with relevant regulations, provide social insurance and personal taxes for its employees, and pay other relevant expenses required by the country; the employee wages paid by the bidder shall not be lower than the minimum income standard stipulated by the local government.

6. If the bidder provides false qualification certificates and materials and does not have the legal qualifications to perform the contract, the tenderer has the right to terminate the contract immediately; regarding the damage caused to the tenderer, the bidder shall be responsible for compensation.

7. The bidder shall instruct its employees to deliver goods strictly in accordance with the requirements of the tenderer, and return unqualified materials without reason.

8. If the bidder's employees fail to deliver materials to the well team as required within 3 working days after receiving the procurement notice, the bidder shall immediately replace the employees and must deliver materials to the well team within 1 working day.

III. Bidder Qualification Requirements

(I) Basic Qualifications

1. Independent legal person

2. Import and export trade qualifications

3. No major violation records in the past three years (or a letter of commitment is required)

4. Good financial status (audit reports for the past two years are required)

(II) Professional Qualification Requirements

1. Experience in supplying housekeeping necessities to Iraq (contract proof is required)

(III) Other Requirements

1. Joint venture bids are not accepted

2. Ability to receive and pay in US dollars (certificate materials are required)

IV. Qualification Pre-examination

1. Registration time: July 20, 2025 to July 25, 24:00 (Beijing time)

2. Registration materials:

1) Business license

2) Documents proving US dollar account

3) Legal person certificate

4) No major illegal record in the past three years (or a letter of commitment is required)

5) Audit report in the past two years;

6) Letter of commitment on the quality of housekeeping necessities (including whether there is a record of illegality, etc., the format is self-made)

7) Experience in supplying housekeeping necessities to Iraq (contract proof is required)

V. Rules and procedures

If there are less than 3 qualified bidders, the process will be continued after approval by the superior. If there are more than 3 qualified bidders, the tenderer will issue the tender documents by email

This tender is subject to Chinese laws and local Iraqi laws and regulations, and the tenderer reserves the right to cancel or re-tender.
