I. Project Background

1. Project Name：Rig Site Security Construction and Restoration Service Contract

2. Service Content ： Daqing Drilling's Rumaila Project currently operates five turnkey rigs and one day-rate rig. Our company is responsible for constructing physical security at each new location before rig move and for back filling and restoring the old location after the rig move. Therefore, the project department plans to tender services for physical security construction and back filling. The scope of work includes:

Excavating a security trench approximately 2.2 – 2.5 meters wide and 2.2 meters deep around the perimeter of the new location.

Piling the excavated soil inward to form a security berm approximately 2.2–2.5 meters high. Enclosing the outer side of the trench with three layers of wire fencing and installing a location gate. The location dimensions are categorized into single-well and multi-well sites. If the location size provided by the client significantly exceeds the contract-specified range, the additional work will be billed per meter.

After the rig move, the service company will conduct back filling operations. Both physical security construction and back filling must meet the client’s acceptance criteria. Upon completion, payment will be made according to the agreed contract price.

If the service provider fails to meet the contractual obligations regarding service quality and safety, our company reserves the right to impose penalties, up to and including contract termination and service cancellation.

3. Project Location：Rumaila project site in Basra Iraq.

4. Service Period：From the date of signing the contract to Aug. 11th, 2026.

II. Technical requirements

1. Bidder should prepare one set of security gate and two set of 3-coil razor wire for each of rig, the number of rig will depend on how many tenderee rigs are awarded the contract from ROO, the second set of razor wire should be installed at new location prior to rig crew mobilize to new location.

2. Bidder is responsible to move, install, maintain and repair security gate and razor wire without extra charge.

3. Bidder is responsible to get permit from ROO for any excavation or other operation at rig location.

4. Fill and level up the ditch with berm around the drilling site and get rid of razor wire around of the ditch for single well pad and multi well pad.

5. Contractor provide trucks to transfer clean and dry soil outside of rig site to fill and level up and compact waste pit, water pit and sewage pit as per ROO requirement.

6. If waste pit and water pit is full of fluid ,Contractor should be responsible for transferring the fluid out and fill & level up & compact waste pit, water pit and sewage pit as per ROO requirement.

7. In case ROO has any issues on rig site restoration, tenderer should take corrective actions until it meet with ROO requirement for free.

8. Any damage caused by the negligence of tenderer during all tenderer operation at rig location shall be at tenderer expense.

III. Bidder Qualification Requirements

1. The bidder must be a general taxpayer who is capable of providing the services being tendered and independently bears civil and other legal responsibilities.

2. This tender does not accept joint bidding.

3. The contractor participating in the bidding must meet the following conditions: the enterprise registration information is formal and complete, the legal person qualification is complete, and the qualification and reputation are good.

4. Technical requirements: Bidders must hold valid permits for excavation/earthwork operations within the Rumaila oilfield.

5. Schedule requirements: To complete the rig site security construction and restoration service within the service application period.

6. Quality requirements: Comply with ROO's QA/QC quality system requirements.

7. HSE management: Follow HSE local management.

8. Good financial status (audit reports or other supporting documents for the past two years are required).

IV. Qualification pre - Examination

1. Registration period: Jul. 12, 2025 to Jul. 16, 2025 24:00 (Iraq time)

2. Application requirements：

1）Three-in-one business license, company registration certificate, tax number. 2）Documents proving US dollar account.

3）Proof of international project performance (at least 2 similar projects). 4）Bidder's Qualification Declaration Letter (self-drafted format).

5）Identification certificate of the legal person (scan of passport or ID card).

6 ） Good financial status (audit reports or other supporting documents for the past two years are required).

7）Any other technical or company certification documents

V. Rule and procedures

If there are less than three qualified bidders, the process will continue after approval by the superior. If there are more than three qualified bidders, the tenderer will issue the tender documents by email.
