I. Project Background

1. Project Name： Call-out Vehicle Rental Service Contract

2. Service Content：Our company currently operates five turnkey drilling rigs, one day-rate drilling rig, and six day-rate workover rigs. According to the contract requirements, our company is responsible for the transportation of client-supplied materials such as oil casings, wellhead Christmas trees, etc., as well as delivering drilling mud materials and other production supplies to the site. This includes the transfer of materials between the well site and the base, as well as between well sites.

The bidder must provide vehicles that comply with the client's transportation and safety standards, and personnel must hold qualifications recognized by the client. Vehicle conditions, GPS tracking systems, and load securing must meet the transportation safety standards of both the client and Tenderee. Additionally, the bidder must provide escort vehicles such as pickup trucks whenever required. Vehicles leased for long-term operations at the site must also adhere to all safety requirements of the work site.

The bidder offers daily vehicle rental services, including various cranes, flatbed trucks, forklifts, loaders, and water tankers, among others. The contract amount is an estimate, and settlement will be based on the actual number of trips or days confirmed by both parties.

3. Project Location：Rumaila project site in Basra Iraq.

4. Service Period：From the date of signing the contract to Aug. 11th, 2026.

II. Technical requirements

1.  Tenderer is specialized in transportation services and represents that it has the required expertise, facilities, experience, and resources.

2. Tenderer shall follow all clients (BECL) and Tenderee driving/transportation procedure/policy.

3. Tenderer must ensure all drivers/operators with required certificate; crane/forklift has valid ATO.

4. All vehicles have daily checklist to ensure meet with clients (BECL) and Tenderee requirement.

5.  Tenderer shall be responsible for vehicle movement permit issues. To make sure all Tenderee loads can pass all check point without any delay.

6.  The equipment securing and vehicle escort must comply with ROO's relevant road transportation standards and procedures.

7. All vehicles must be equipped with IVMS system.

III. Bidder Qualification Requirements

1. The bidder must be a general taxpayer who is capable of providing the services being tendered and independently bears civil and other legal responsibilities.
