II. Technical Requirements​

1.     ​The bidder must provide a diverse range of job positions and sufficient personnel to meet on-site operational needs.

2.     ​Employees must meet job-specific requirements, including: Good physical health, Relevant operational skills, Valid qualification certificates.

3.     ​The bidder must have absolute control over all assigned personnel, including: The ability to immediately replace unqualified or on-compliant employees. Timely resolution of emergencies (e.g., employee protests, strikes).

4.     ​The bidder must maintain a comprehensive management system covering: Salary administration, Career progression, Social insurance and medical insurance. All employees must have legally binding labor contracts with the bidder.

III. Bidder Qualification Requirements​

​​(1) Basic Eligibility Criteria​

1.     Possess independent legal entity status.

2.     Valid business license (within its expiration period).

3.     No record of major legal violations in the past two years (supporting documents required).

4.     Financial status for the past two years (audited financial reports required).

​​(2) Professional Qualification Requirements​

1.     Labor Dispatch Operation License (or equivalent certification).

​​(3) Additional Requirements​

1.     Joint bids (consortiums) ​are not accepted.

2.     Must demonstrate USD payment/receipt capability (supporting documents required).

​IV. Prequalification Requirements​

​1. Registration Period​

July 9, 2025 – July 13, 2025 (24:00 Beijing Time).

​2. Submission Materials​

1) Business License (valid and legible).

2) Proof of USD Account (bank certification or equivalent).

3) Legal Representative’s Identity Document.

​4) No Major Legal Violations​ in the past two years (or a signed Compliance Commitment Letter).

5) Audited Financial Reports for the past two years.

6) Labor Dispatch License (or equivalent certification).

V. Rules and procedures

If there are less than 3 qualified bidders, the process will be continued after approval by the superior. If there are more than 3 qualified bidders, the tenderer will issue the tender documents by email
