I. PROJECT OVERVIEW
1. Project Name: Employee Catering Service
2. Scope of Work: a. Provide Culinary Staff: Supply of head chefs, cooks and kitchen assistants for Iraqi restaurants; b. Full-cycle Meal Services: Breakfast, Lunch, Dinner, Mid night meal; c. Supply ingredients; d. maintain kitchen and dining area cleanliness.
3. Project Location: Block 9 oil field, Basra Province, Iraq
4. Service Period: From June 1st 2025 to December 1st, 2025
II. TECHNICAL REQUIREMENTS
1. Meat Sourcing Requirements
The Bidder shall guarantee that all poultry (chicken), lamb, and other required meats are procured only from suppliers certified by the Iraqi Ministry of Health (MoH). Suppliers must provide a valid Meat Distribution License, certifying that all livestock (chickens, sheep, and other animals) are healthy and disease-free. All food products must be fresh and fit for human consumption.
2. Food Safety & Hygiene Compliance
The Bidder shall ensure full compliance with Iraqi National Food Safety Regulations and Standards, covering:
Food storage, handling, and preparation
Kitchen and dining area sanitation
Pest control and waste disposal
3. Ingredient Inspection Certificates
The Bidder must provide valid quarantine and inspection certificates for all ingredients, including:
Halal certification (where applicable)
Microbiological and chemical safety reports
Shelf-life verification
4. Employee Health & Age Restrictions
The Bidder shall provide:
Valid health certificates (issued within the last 6 months)
Medical examination reports (including infectious disease screening)
Proof that all staff are below 50 years of age
5. Vehicle Tracking & Speed Monitoring (VIMS)
All operational vehicles must be equipped with a Vehicle Information Monitoring System (VIMS) at the Bidder’s expense.
Penalty: $500 per speeding violation detected by the Client.
6. Personal Protective Equipment (PPE) Requirements
All personnel must wear full PPE, including:
Safety shoes
Work uniforms
Gloves
Protective goggles
Chefs and kitchen assistants must replace PPE every 6 months.
7. Fire Safety & Equipment Training
All personnel must hold valid training certificates in:
Kitchen fire safety
Proper use of electrical cooking appliances
8. Cold Chain Logistics for Food Delivery
All ingredients delivered to the site must be transported via refrigerated trucks with:
Temperature monitoring (±4°C for perishables)
Hygiene compliance logs
9. Employee Compensation & Legal Compliance
The Bidder shall be fully responsible for all personnel-related costs, including but not limited to:
Salaries (paid monthly)
Income tax (as per Iraqi laws)
Social insurance contributions
Compensation, allowances, and benefits
III. BIDDER QUALIFICATION REQUIREMENTS
A) Basic Qualifications
1. Legal Entity Status
Must be an independent legal entity with general taxpayer status
2. Company Registration Documents
Must provide Iraqi government-issued company registration certificates
3. Tax Identification Number (TAX ID)
Must submit a valid Iraqi government-issued Tax Identification Number (TAX ID)
4. Commercial Registration Number
Must provide an Iraqi government-issued Commercial Registration Number
B) Professional Qualifications
1. Valid Business License
Must hold a valid business license (or equivalent certification) covering catering/food services
2. Must have at least 1 year of catering service experience (supported by contractual proof)
C) Other Requirements
1. Joint bids not accepted
2. The bidder shall maintain an active US dollar (USD) account with a recognized financial institution (Valid bank account confirmation letter must be submitted as proof.)
IV. PRE-QUALIFICATION
1. Application Period: May 15-19, 2025 (Iraq time, deadline: 24:00)

4. Commercial Registration Number:
5. ID information of legal representative (ID or passport copy)
6. Full name, contact of chief operator.
7. Company profile & service experiences (should have catering industrial experience)
8. Tax ID information
NOTE: All the Arabic documentations need English translation from a government officially certified translation agency

V. BIDDING PROCESS
If less than 3 qualified bidders apply, the process will proceed upon approval from higher authorities. If more than 3 qualified bidders apply, the bid documents will be issued via email
VI. IMPORTANT NOTES
This tender is subject to Chinese and Iraqi laws. The bid issuer reserves the right to cancel or re-initiate the bidding process.
