Invitation for Bids for Provision of Supplying Liner Hanger,Completion tools,Casing Accessories and related Services

I. Project Overview
1. Project Name: Supplying Liner Hanger system, Lower Completion , Casing Accessories & Liner Hanger Running Services For Three Wells
2. Service Content: Provide 3 sidetracking wells completion tools and services.

3. Project Location: Ahdeb Oilfield, Iraq
4. Service Period: From the date of contract signed until Aug 31, 2026

II. Technical Requirements
1. Personnel requirements: Must ensure there are sufficient experience with completion engineer.
2. Vehicle requirements: Sufficient completion instruments and tools in good condition. Running tools,cement heads need have other one for back up.
3. Work Scope: Provide a series of tools including 4 1/2"× 7" liner hanger and running tools, cement heads, DV and ICP, float collars and float shoes, blind collar, casing centralizers, etc., as well as completion engineer services.

4. Deliverables: Within the stipulated period of the contract, complete the running and setting completion tools for each well, and provide a completion report and operation data.
5. Warranty Terms: After the contract is signed, it will be completed as per the commitment. If it fails to meet the construction requirements and causes any impact on the construction process, penalties will be imposed in accordance with the terms of the contract.

III. Bidder Qualification Requirements
(1) Basic Qualifications
1. The bidders must be general taxpayers who are capable of providing the goods specified in the tender and are independently liable for civil and other legal responsibilities.

2. Joint bids are not accepted in this tender.

3. The suppliers participating in the tender must meet the conditions such as having complete and formal enterprise registration materials, complete legal person qualification, and good qualification and reputation.

(2) Professional Qualifications
1. Completion qualification certificate (or equivalent qualification proof)
2. Having experience in sidetracking and competion service within the AHDEB or in Iraq (project proof required)
(3) Other Requirements
1. Engineering and technical requirements: Supplying liner hanger system, lower completion , casing accessories & liner hanger running services.

2. Schedule requirements: Within the stipulated period of the contract, complete the completion work for each well.

3. Quality objective: Meet the requirements for completion service.

IV. Prequalification
1. Registration Time: Jul 9, 2025 to Jul 13, 2025 24:00 (Iraqi time)
2. Registration Materials:
1) Business License
2) Proof of US dollar account
3) Legal representative's identity information (scanned copy of ID card or passport)
4) Provide TAX ID
5) Company profile and service experience
6) Bidder qualification statement letter (format self-designed) Note: The company profile includes the company's registered capital, registered address, business registration number, bank information, the full name and contact details of the main person in charge, etc.

V. Bidding Process  

If fewer than 3 qualified bidders apply, the process will proceed upon approval from higher authorities. If more than 3 qualified bidders apply, the bid documents will be issued via email.

VI. Important Notes  

This tender is subject to Chinese and Iraqi laws. The bid issuer reserves the right to cancel or re-initiate the bidding process.
