Invitation for Bids for PROVISION OF SIDETRACK (IN 7” CASING) AND DIRECTIONAL SERVICES

I. Project Overview
1. Project Name: PROVISION OF SIDETRACK (IN 7” CASING) AND DIRECTITONAL SERVICES FOR THREE WELLS
2. Service Content: Provide three sidetracking drilling tools and sidetracking services. Additionally, provide directional services including providing directional tools (instruments), as well as 6" hole section with a 600-meter inclination and a 600-meter horizontal section construction.
3. Project Location: Ahdeb Oilfield, Iraq
4. Service Period: From the date of contract signed until Jul 31, 2026

II. Technical Requirements
1. Personnel requirements: Must ensure there are sufficient experience with DD engineer, LWD engineer, and professional sidetrack engineer.
2. Tools requirements: The quantities of sidetracking tools, directional tools (instruments) and related tools (instruments) are sufficient and in good condition. Sidetracking tools and directional tools need have other one for back up.
3. Work Scope: The sidetracking service includes gyroscopes, 7" casing whipstocks and running tools, milling cone bits, grinding windowing; the directional service includes providing a total of 17 tools (instruments) such as 4-3/4" MWD, LWD, motor, agitator, PBL, drilling jar, etc., 600 meters of inclination in a 6" hole section and 600 meters of horizontal section construction, and multishot, etc.
4. Deliverables: Within the stipulated period of the contract, complete the sidetracking and directional drilling for each well, and provide a directional well completion report.
5. Warranty Terms: After the contract is signed, it will be completed as per the commitment. If it fails to meet the construction requirements and causes any impact on the construction process, penalties will be imposed in accordance with the terms of the contract.

III. Bidder Qualification Requirements
(1) Basic Qualifications
1. The bidders must be general taxpayers who are capable of providing the goods specified in the tender and are independently liable for civil and other legal responsibilities.

2. Joint bids are not accepted in this tender.

3. The suppliers participating in the tender must meet the conditions such as having complete and formal enterprise registration materials, complete legal person qualification, and good qualification and reputation.

(2) Professional Qualifications
1. Directional drilling service qualification certificate (or equivalent qualification proof)
2. Having experience in sidetracking and directional drilling within the AHDEB or in Iraq (project proof required)
(3) Other Requirements
1. Engineering and technical requirements: Provision of sidetrack (in 7” casing) and directional services.

2. Schedule requirements: Within the stipulated period of the contract, complete the sidetracking and directional work for each well.

3. Quality objective: Meet the requirements for grinding windowing and directional construction.

IV. Prequalification
1. Registration Time: Jul 9, 2025 to Jul 13, 2025 24:00 (Iraqi time)

V. Bidding Process  

If fewer than 3 qualified bidders apply, the process will proceed upon approval from higher authorities. If more than 3 qualified bidders apply, the bid documents will be issued via email.

VI. Important Notes  

This tender is subject to Chinese and Iraqi laws. The bid issuer reserves the right to cancel or re-initiate the bidding process.
