II. TECHNICAL REQUIREMENTS

1. Personnel Qualifications

Bidder’s technical personnel must have work experience in Iraqi oil fields, rich on-site practical experience, sufficient technical capabilities, and be able to complete coring services for various well types. All personnel at the drilling site shall hold valid HSE, well control, and health certificates.

 

2. Company Qualifications and Documents

Bidder must possess professional qualifications and certificates for coring services, which shall be updated during the contract period. All verification documents shall be submitted together with the technical bid. Bidder provides quality assurance or inspection reports for logging tools and services during the contract period in accordance with API standards.

 

3. Equipment and Service Requirements

Provide coring service personnel adapted to the geological characteristics of the FAO and tools suitable for our brine high-temperature drilling fluid performance. The Employer shall not bear the instrument maintenance costs except for tool dropout.

 

Ensure the reliability of tools during operation and have available standby tools to avoid affecting operation. If operation is affected, such period shall be counted as NPT time.

4. Heavy Duty Core Barrel for 8-1/2”

•To be used for taking a proposed 18m or 27 m of 4” Core in a single run with 8-1/2”core bit in 8-1/2” and 12-1/4” section (For 12-1/4” hole Bidder may choose 12-1/4” core bit and assembly). Outer barrels shall be equipped with stabilizers at suitable intervals, and allow 9 m sections usage if desired. Such Core Barrels shall allow for automatic adjusting of the Inner Barrel space out without breaking down the Swivel assembly and shall have a high strength Outer Barrel connection feature.

•Considering the nature of the operation being in a remote area and aspects of Coring in hard / high abrasive formations, Bidder shall have available sufficient back up joints of Outer Barrels including at least one (1)extra set of Inner Barrel Swivel assembly for contingency.

•Bidder will be responsible for providing the crossover (if required) connecting to the 6-1/2” Drill Collars,which will have a 4-1/2” IF pin down connection (NC50).

• All Outer Barrels to be complete with thread protectors and lifting subs.

• Core Barrel will include items normally used for running same, such as Safety Joint, Outer Barrel Stabilizer sections, Swivel Assembly, Drop Balls, Inner Tube Clamp, Handling Equipment Tool Box, Ball pick-up tool, Inner Barrel Shoe Pilots and Safety Joint redress kits etc.

5. Aluminum/ fiberglass Inner Barrel Cutting Equipment:

To be used for cutting recovered aluminum or fiberglass Inner Barrels, including Inner Barrel handling equipment, air operated saw and cutting cradle.

6. Handling Tools:

To be used for picking up, making up and breaking out Outer Barrels, aluminum or fiberglass Inner Barrels and Core bit. Bidder shall specify type and required number of handling tools including aluminum or fiberglass Inner Tube cutting equipment for handling up to 27m of recovered Core in a single occurrence. Inner tube laydown cradle should be available. Coring system must include surface core depressurising mechanism or well stablished SOP to handle/cut pressuresied core at surface without impsing risks to personnel or the core content.

7. Core Preservation:

Bidder shall specify and arrange core preservation method (e.g special glue injection inside inner tube between tube and core) to prevent damage during handling and transportation. It should not affect any petrophysical or wettability properties, and it should meet health, safety, and the environment requirements.

8. Consumable Items:

The following items consist of consumables and back-up items required for performing the coring, including Core Bits,aluminium or fiberglass Inner Barrels and related tools.

• Core Bit for 8-1/2” Hole

• Aluminium or fiberglass Inner Barrel for 8-1/2” Hole

• Inner Barrels Cutting and Processing Equipment

• Saw blades (Diamond coated), Inner Barrel end caps (air tight) and Jubilee Clips for attaching the end capsto cut sections of the Aluminium or fiberglass Inner Barrels.

• Core Boxes: Wooden Core boxes, 1m long x 5" I.D for Core from 8-1/2" hole.

9. Operations Management

Bidder submits a coring operation plan before each operation and strictly follows the design during operation.

III. BIDDER QUALIFICATION REQUIREMENTS

A) Basic Qualifications

1.    Legal Entity Status

Must be an independent legal entity with general taxpayer status

2.    Company Registration Documents

3.    Clean legal compliance record for the last two years (proof required).

4.    Financial statements for the last two years (audited reports required).

B) Professional Qualifications

1.    Valid Business License

Must hold a valid business license (or equivalent certification) covering coring services

2.    Must have at least 1 year of coring service experience in Iraq(supported by contractual proof)

C) Other Requirements

1.    Joint bids not accepted

2.    The bidder shall maintain an active US dollar (USD) account with a recognized financial institution (Valid bank account confirmation letter must be submitted as proof.)

V. BIDDING PROCESS

If less than 3 qualified bidders apply, the process will proceed upon approval from higher authorities. If more than 3 qualified bidders apply, the bid documents will be issued via email

VI. IMPORTANT NOTES

This tender is subject to Chinese and Iraqi laws. The bid issuer reserves the right to cancel or re-initiate the bidding process.
