Cementing Service for FAO Oilfield

II. TECHNICAL REQUIREMENTS

1. Personnel Qualifications

Bidder’s technical personnel must have work experience in Iraqi oil fields, rich on-site practical experience, sufficient technical capabilities, and be able to complete cementing services for various well types. All personnel at the drilling site shall hold valid HSE, well control, and health certificates.

2. Company Qualifications and Documents

Bidder must possess professional qualifications and certificates for cementing services, which shall be updated during the contract period. All verification documents shall be submitted together with the technical bid. Bidder provides quality assurance or inspection reports for logging tools and services during the contract period in accordance with API standards.

3. Equipment and Service Requirements

Provide cementing service personnel adapted to the geological characteristics of the FAO and tools suitable for our brine high-temperature drilling fluid performance. The Employer shall not bear the instrument maintenance costs except for tool dropout.

Ensure the reliability of tools during operation and have available standby tools to avoid affecting operation. If operation is affected, such period shall be counted as NPT time.

4. Operations Management

Bidder submits a cementing operation plan before each operation and strictly follows the design during operation.

5.Cementing Quality Standard

The cementing quality shall comply with the Iraqi MoO standards.

6.Cement Slurry System Requirement

The cement slurry system is suitable for high-temperature operations up to 150℃.

7.Cement Tools Requirement

Bidder should can provide expandable Liner Hanger, casing accessories including accessories required for multi-stage cement jobs.

8.Cementing Operation Requirement

Cementing operations shall comply with the cementing requirements specified in the main contract UEFL- DR- SR- 2025-0002.For specific requirements, please refer to Appendix 1.

III. BIDDER QUALIFICATION REQUIREMENTS

A) Basic Qualifications

1.    Legal Entity Status

Must be an independent legal entity with general taxpayer status

2.    Company Registration Documents

3.    Clean legal compliance record for the last two years (proof required).

4.    Financial statements for the last two years (audited reports required).

B) Professional Qualifications

1.    Valid Business License

Must hold a valid business license (or equivalent certification) covering cementing services

2.    Must have at least 1 year of cementing service experience in Iraq(supported by contractual proof)

C) Other Requirements

1.    Joint bids not accepted

2.    The bidder shall maintain an active US dollar (USD) account with a recognized financial institution (Valid bank account confirmation letter must be submitted as proof.)

IV. PRE-QUALIFICATION

1.    Application Period: June 30-Jul 04, 2025 (Iraq time, deadline: 24:00)

     9.    Clean legal compliance record for the last two years (proof required).

    10.    Financial statements for the last two years (audited reports required).

NOTE: All the Arabic documentations need English translation from a government officially certified translation agency

V. BIDDING PROCESS

If less than 3 qualified bidders apply, the process will proceed upon approval from higher authorities. If more than 3 qualified bidders apply, the bid documents will be issued via email

VI. IMPORTANT NOTES

This tender is subject to Chinese and Iraqi laws. The bid issuer reserves the right to cancel or re-initiate the bidding process.
