Invitation for Bids for Centralized Procurement of Cementing Materials

II. Technical requirements

1. Bidders must provide materials that meet the requirements of the tender procurement list.

2. Bidders must provide production materials with good quality, good price and short delivery cycle.

3. Bidders must ensure that the shelf life of production materials is at least 12 months. When there is a problem with the materials, the tenderer has the right to refuse to pay for the problem materials.

4. The bidder shall deliver all materials to the designated location within the promised time (production materials shall be delivered to the on-site warehouse every month according to the requirements of the Halfaya project).

III. Bidder Qualification Requirements

(I) Basic Qualification Conditions

1. Independent legal person

2. Import and export trade qualifications

3. No major violation record in the past three years (or a letter of commitment is required)

4. Good financial status (audit reports for the past two years are required)

(II) Professional Qualification Requirements

1. Cementing material quality inspection report (the format of the letter of commitment is self-drafted)

2. Provide samples for our laboratory testing

(III) Other Requirements

1. Joint venture bids are not accepted

2. Ability to receive and pay in US dollars (certificate materials are required)

IV. Qualification Preliminary Review

1. Registration Time: July 1, 2025 to July 5, 24:00 (Beijing time)

2. Registration materials:

1) Business license

2) Documents proving US dollar account

3) Legal person documents

4) No major illegal record in the past three years (or a letter of commitment is required)

5) Audit reports in the past two years;

6) Letter of commitment on production material quality (including whether there is a record of illegality, etc., the format is self-written)

V. Rules and procedures

If there are less than 3 qualified bidders, the process will be continued after approval by the superior. If there are more than 3 qualified bidders, the tenderer will issue the tender documents by email

V. Important notes

This tender is subject to Chinese laws and local Iraqi laws and regulations. The tenderer reserves the right to cancel or re-tender.
