I. Project Name: Bidding for Rig Site Security Service of Iraq Halfaya Project

2.Service Content: 9 Drilling and workover Rig Site Security Service.

3. Project Location: Iraq Missan Halfaya Project Site

4. Service Period: From Jul. 1, 2025, to Dec 31, 2025

II. Technical Requirements  

1. Personnel Requirements:  

   - 1 Project Manager (International), 2 Rig senior supervisor/ (Local, Bilingual English/Arabic) and 1 Rig supervisors/ (International, Bilingual English/Arabic) and 12 Rig Guards (Local, Arabic Only) for each rig site.

2. Technical Specifications:

   - The security project manager must have over 10 years of security management experience in extremely high-risk countries.

- Security personnel must understand the nature, tasks, responsibilities, and authority of security services; master basic methods and skills for patrols, guards, door-keeping, and escort duties; and be familiar with procedures and standards for security shifts and handovers.

- They should possess security technology knowledge, such as operating surveillance and alarm systems, and know fire prevention, anti-theft, and explosion-proof measures and emergency response methods.

-They must have undergone professional security training, including business knowledge, skills, rules and regulations, and professional ethics, and have professional quality and business ability.

-They should know basic first aid, such as CPR and bleeding control, and have fire safety knowledge to use fire extinguishers and fire hydrants and organize personnel evacuation.

3. Deliverables:  

   - Complete security management of the drilling and workover rig site, manage the security of Chinese and international personnels, access control, regular patrols, monitoring, maintain security facilities, manage firearms, and cooperate with the client in security drills.

4. Warranty Terms:  

   -Meet the security requirements of PetroChina Halfaya and the rig-site security management, and ensure the safety of rig-site personnels.

III. Bidder Qualification Requirements  

(A) Basic Qualifications  

1. Independent legal entity with general taxpayer status.  

2. Business license covering for providing security service.  

3. No major legal violations in the past two years.  

4. Sound financial status (submit audited financial reports for the last two years).  

(B) Professional Qualifications  

1. Qualifications for providing security service (or equivalent proof).  

2. Possess ISO qualifications (project proof required).

(C) Other Requirements  

1. Joint bids are not accepted.  

2. Must have USD payment capability (provide proof).  

IV. Pre-Qualification  

1. Application Period: May 19–23, 2025 (Iraq time, deadline: 24:00).  

2. Required Documents:  

   - Unified Social Credit Code business license.

   - Proof of USD account.  

   - Security service qualifications (or equivalent proof).

   - No major legal violations in the past two years

- Audited financial reports for the last two years.  

   - ISO qualifications (project proof required).

   - Bidder qualification declaration (format optional).

V. Bidding Process  

If less than 3 qualified bidders apply, the process will proceed upon approval from higher authorities. If more than 3 qualified bidders apply, the bid documents will be issued via email.

VI. Important Notes  

This tender is subject to Chinese and Iraqi laws. The bid issuer reserves the right to cancel or re-initiate the bidding process.
