I. Project Background

1. Project Name: Iraq Rumaila Project RO water Procurement  

2. Procurement Scope: 

Provide 298,520.00 m³ of RO water for Rumaila oilfield in Iraq. The technical requirements for RO water are as follows: Ensure that the water is sourced from its water station or a formal water treatment company. Guarantee that the pH value of the water is between 6.5 and 7.5, free from Escherichia coli, coliform bacteria, and other harmful substances; the chloride ion content is lower than 600 PPM.  

3. Delivery Terms: DDP (Delivered Duty Paid) Daqing Base, Rumaila, Iraq.  

4. Service Period: From contract signing until June 24, 2026.  

II.Technical requirements

1. Operational Experience:

With more than 1 year of experience in water supply for oilfield enterprises in Iraq, and no major traffic accidents（evidence required）. 

2. Technical Requirements:

-Supplier agrees that the pH value of water is between 6.5 and 7.5, free from Escherichia coli, coliform bacteria and other harmful substances; the chloride ion content is lower than 600 PPM. At the same time, it complies with international general standards for production and domestic water.

3  Service Requirements:

-The water shall be delivered to the company-designated location within 24 hours upon receipt of the order.

-The daily delivery capacity shall reach 30 trips under normal demand, and an additional 15 trips per day can be arranged when demand increases.

-The transport capacity of each water tank truck trip is ≥36 cubic meters.

4  Quality Assurance:

-Ensure that the water is sourced from its water stations or formal water treatment companies, and provide relevant certification documents at any time.

-Guarantee that the pH value of the water is between 6.5 and 7.5, free from Escherichia coli, coliform bacteria, and other harmful substances.The chloride ion content shall be lower than 600 PPM.

Meanwhile, the water shall comply with international general standards for production and domestic water.

5 HSE Management Requirements:

-Water tank trucks must have legal documents, and drivers must hold valid driving licenses, training certificates, etc.

-Drivers of water tank trucks shall wear full personal protective equipment (PPE) and comply with HSE local management regulations.

-Water tank trucks shall be equipped with the global positioning system (GPS) and intelligent vehicle management system (IVMS) provided by the supplier. The IVMS shall be fully functional, capable of identifying driver identities, monitoring and recording driving behaviors, and generating reports.

III. Bidder Qualification Requirements

(A) Basic Qualifications  

1. Legal Entity Status

Must be an independent legal entity with general taxpayer status

2. Company Registration Documents

Must provide Iraqi government-issued company registration certificates

3. Tax Identification Number (TAX ID)

Must submit a valid Iraqi government-issued Tax Identification Number (TAX ID)

4. Commercial Registration Number

Must provide an Iraqi government-issued Commercial Registration Number

(B) Professional Qualifications  

1. Valid Business License

Must hold a valid business license for water supply services. 

2. Must have at least 1 year of water supply service experience (supported by contractual proof)

(C) Additional Requirements  

1. Joint bids are not accepted

2. The bidder shall maintain an active US dollar (USD) account with a recognized financial institution (Valid bank account confirmation letter must be submitted as proof)

IV. PRE-QUALIFICATION

1. Application Period: June 14, 2025 – June 18, 2025 (24:00 Iraq Time).  

2. Submission Documents:  

- Business license (register certificate)

   - Registered Capital (in registered currency)

   - Registered Company Address

   - Commercial Registration Number

   - ID information of legal representative (ID or passport copy)

   - Full name, contact of chief operator.

- Company profile & service experiences (should have water supply service experience at least one year in Iraq)

- Tax ID information

- No Major Legal Violations in the Past Two Years (Declaration Required, self-drafted format)

- Audited Financial Report (Past Two year)

NOTE: All the Arabic documentations need English translation from a government officially certified translation agency.

V. Tender Process

- If qualified bidders are fewer than 3, the tenderer will seek approval from higher authorities to proceed.  

- If qualified bidders exceed 3, tender documents will be issued via email.  

VI. Important Notes

This tender is subject to Chinese laws,Iraqi local laws and regulations. The tenderer reserves the right to cancel or re-tender.
