I. Project Overview

1. Project name: Beishi Top Drive Repair Service for Iraq Halfaya Project

2. Service content: On-site equipment repair service and parts replacement for top drive

3. Project location: Halfaya Project site, Maysan Province, Iraq

4. Service period: From the date of contract signing to July 30, 2026

II. Technical requirements

1. Staffing: 3 maintenance personnel (1 senior engineer + 2 engineers) are required to be dispatched, and the personnel must hold top drive maintenance certification qualifications.

2. Technical specifications: Strictly follow the original equipment disassembly and assembly manual, provide a complete maintenance plan, and the maintenance cycle of a single unit is no more than 30 days.

3. Accessories requirements: Beishi top drive original accessories must be used (accessories source certificate must be provided).

4. Deliverables: maintenance report (Chinese and English versions) and daily maintenance work log.

5. Warranty terms: The warranty period is 3,000 cumulative operating hours or 1 year (whichever comes first), and the warranty deposit is 10% of the contract amount.

III. Bidder qualification requirements

(I) Basic qualifications

1. Independent legal person status

2. Business license within the validity period（Business scope includes equipment repair services）

3. No major illegal records in the past two years (or a letter of undertaking/affidavit should be required)

4. Financial status in the past two years (should provide annual audit reports)

(II) Professional qualification requirements

1. Beishi top drive authorization qualification (or or equivalent proof of maintenance capability)

2. More than 1 year of international project top drive maintenance experience (should provide project certificates)

(III) Other requirements

1. Joint venture bids are not accepted

2. Ability to receive and pay in US dollars (should provide supporting documents)

IV. Qualification pre-examination

1. Registration time: July 1, 2025 to July 5, 24:00 (Iraq time)

2. Registration materials:

1) Three-in-one business license

2) Documents proving US dollar account

3) Beishi Top Drive Authorization Qualification Certificate (or or equivalent proof of maintenance capability)

4) Proof of international project performance (at least 2 similar projects)

5) Letter of Undertaking/affidavit should be required;

6) Audit report in the past two years;

7) Bidder qualification declaration letter (self-written format)

V. Rules and procedures

If there are less than 3 qualified bidders, submitted for higher-level approval. If there are more than 3 qualified bidders, the tenderer will issue the tender documents by email

This tender is subject to Chinese laws and local Iraqi laws and regulations. The tenderer reserves the right to cancel or re-tender.
