I. Project Overview

1. Project Name: Iraq Halfaya Project Diesel Engine Repair Service

2. Service Content: On-site equipment repair service and parts replacement for 1 CAT diesel engine and 1 Volvo diesel engine

3. Project Location: Halfaya Project Site, Maysan Province, Iraq

4. Service Period: From the date of contract signing to July 30, 2026

II. Technical Requirements

1. Staffing: 3 maintenance personnel (1 senior engineer + 2 engineers) are required to be dispatched, and the personnel must hold CAT or similar diesel engine maintenance certification qualifications.

2. Technical Specifications: Strictly follow the CAT original equipment disassembly and assembly manual, provide a complete m aintenance plan, and the maintenance cycle of a single unit is 12-14 days.

3. Accessories Requirements: CAT original accessories must be used (accessories source certificate must be provided).

4. Deliverables: maintenance report (Chinese and English versions) and daily maintenance work log.

5. Warranty terms: The warranty period is 3,000 cumulative operating hours or 1 year (whichever comes first), and the warranty deposit is 10% of the contract amount.

III. Bidder qualification requirements

(I) Basic qualifications

1. Independent legal person status

2. Business license within the validity period（Business scope includes equipment repair services）

3. No major illegal records in the past two years (or need to provide supporting documents)

4. Financial status in the past two years (need to provide annual audit reports)

(II) Professional qualification requirements

1. CAT diesel engine authorization qualification (or equivalent qualification certificate)

2. More than 1 year of international project diesel engine maintenance experience (need to provide project certificates)

(III) Other requirements

1. Consortium bidding is not accepted

2. Ability to receive and pay in US dollars (need to provide supporting materials)

IV. Qualification pre-examination

1. Registration time: June 17, 2025 to June 22, 24:00 (Iraq time)

2. Registration materials:

1) Three-in-one business license

2) Documents proving US dollar account

3) CAT diesel engine authorization qualification certificate (or equivalent qualification certificate)

4) Proof of international project performance (at least 2 similar projects)

5) Screenshot of "Credit China" query;

6) Audit report in the past two years;

7) Bidder qualification statement letter (self-written format)

V. Rules and procedures

If there are less than 3 qualified bidders, submitted for higher-level approval. If there are more than 3 qualified bidders, the tenderer will publish the tender documents by email

This tender is subject to Chinese laws and local Iraqi laws and regulations. The tenderer reserves the right to cancel or re-tender.
