Chinese manpower service

II. TECHNICAL REQUIREMENTS

1. Personnel Requirements

1) The bidder shall provide the corresponding Chinese manpower services for the drilling construction of our oilfield in the FAO oil field of Iraq as per the committed time and content.

2) The bidder shall provide the original or copy of the manpower contract and other relevant supporting documents (including but not limited to resume, academic qualification certificate, identity certificate, health certificate, etc.) of the dispatched personnel.

3) The dispatched personnel need to receive relevant professional business training and obtain the corresponding qualification certificates:

a. The dispatched personnel shall hold valid anti-terrorism training certificates and health certificates (International Travel Health Certificate).

b. The deputy driller shall hold valid H2S certificates and driller-level well control certificates.

c. The mud engineer shall hold valid entry-level well control certificates.

d. The welders and vehicle maintenance personnel shall hold valid special post operation certificates.

2. Employee Compensation & Legal Compliance

The Bidder shall be fully responsible for all personnel-related costs, including but not limited to:

Salaries (paid monthly)

Income tax (as per Iraqi laws)

Social insurance contributions

Compensation, allowances, and benefits

III. BIDDER QUALIFICATION REQUIREMENTS

A) Basic Qualifications

1.    Legal Entity Status

Must be an independent legal entity with general taxpayer status

2.    Company Registration Documents

Must provide valid company registration certificates

3.    Clean legal compliance record for the last two years (proof required).

4.    Financial statements for the last two years (audited reports required).

B) Professional Qualifications

1.    Valid Business License

Must hold a valid business license covering the manpower service.

2.    Must have at least 1 year of manpower service experience (supported by contractual proof)

C) Other Requirements

1.    Joint bids not accepted

2.    The bidder shall maintain an active US dollar (USD) account with a recognized financial institution (Valid bank account confirmation letter must be submitted as proof.)

1.    Application Period: June 18-22, 2025 (Iraq time, deadline: 24:00)

7. Company profile & service experiences (should have manpower service experience)

NOTE: All the Arabic documentations need English translation from a government officially certified translation agency

V. BIDDING PROCESS

If less than 3 qualified bidders apply, the process will proceed upon approval from higher authorities. If more than 3 qualified bidders apply, the bid documents will be issued via email

VI. IMPORTANT NOTES

This tender is subject to Chinese and Iraqi laws. The bid issuer reserves the right to cancel or re-initiate the bidding process.
