Invitation for Bids for Demobilization and Transportation of drilling rig in Ahdeb Project, Iraq(Re-tendering)

I. Project Overview
1. Project Name: Demobilization and Transportation Service for Drilling Rig in Ahdeb Project of Iraq
2. Service Content: Demobilization, transportation and Customs clearance for 1 drilling rigs and related equipment and materials to the Iraq Free Trade Zone
3. Project Location: Ahdeb Oilfield, Iraq
4. Service Period: From the date of contract signed until Dec. 31, 2025

II. Technical Requirements
1. Personnel requirements: Must ensure there are sufficient drivers with rich driving experience, and professional crane drivers and safety supervisors.
2. Vehicle requirements: Sufficient vehicles in good condition.
3. Work Scope: Responsible for formulating the equipment transportation plan in advance, handling all procedures such as road check point and customs clearance, communicating and coordinating with local governments, customs clearance companies, and Iraqi oil companies.
4. Deliverables: All equipment and materials are transported to the Free Trade Zone, all customs clearance and other procedures are completed, and a written certificate is provided.
5. Warranty Terms: Complete the demobilization and transportation of equipment and materials as per the time schedule. If the equipment and materials are damaged or lost due to the bidder's reasons during the transportation process, the bidder shall compensate at the original value of the equipment and materials. If the transportation is delayed due to the bidder's reasons, compensation is 3,000 US dollars per day, with a maximum compensation amount less than the contract value.

III. Bidder Qualification Requirements
(1) Basic Qualifications
1. Have independent legal person status

2. Valid business license within the validity period

3. No major illegal records in the past two years (proof documents are required)

4. Financial status in the past two years (audited reports are required)
(2) Professional Qualifications
1. Business license covering logistics, customs clearance, and transportation services (or equivalent qualification certificates)

2. Experience in equipment and material transfer among oil fields in Iraq, including handling equipment import and export, customs clearance, and transportation (contract proof required)

(3) Other Requirements
1. Joint bids are not accepted
2. Possess the ability to receive and pay in US dollars (proof materials required)

IV. Prequalification
1. Registration Time: June 16, 2025 to June 19, 2025 18:00 (Iraqi time)

1) Business License
2) Proof of US dollar account
3) Legal representative's identity information (scanned copy of ID card or passport)
4) Company profile and service experience
5) Bidder qualification statement letter (format self-designed)

Note: The company profile includes the company's registered capital, registered address, business registration number, bank information, the full name and contact details of the main person in charge, etc.

V. Bidding Process  

If fewer than 3 qualified bidders apply, the process will proceed upon approval from higher authorities. If more than 3 qualified bidders apply, the bid documents will be issued via email.

VI. Important Notes  

This tender is subject to Chinese and Iraqi laws. The bid issuer reserves the right to cancel or re-initiate the bidding process.
