I. Project Overview  

1. Project Name: Procurement of Labor Protection Supplies for Iraq Rumaila & Zubair Project  

2. Procurement Content: Replenishment of workwear (summer/winter) and safety boots for Rumaila & Zubair Project Management Department  

3. Delivery Location: Tianjin Daqing Warehouse  

4. Service Period: From contract signing to August 30, 2026  

 

II. Technical Requirements  

1. Coveralls/Separates Material: Flame-retardant, anti-static, abrasion-resistant, colorfast, non-shrinking, and breathable.  

   Standard: EN ISO 11612:2015 (Protective clothing against heat and flame)  

   Categories:  

   - A1, A2: Limited flame spread  

   - B1-B3: Convective heat protection  

   - C1-C4: Radiant heat resistance  

   - D, E: Molten metal resistance  

2. Reflective Strips: Must withstand washing and prolonged wear without damage.  

3. Winter Workwear: Thin cotton insulation layer for low-temperature environments.  

4. Fireproof Labels: Required on exterior of all workwear.  

5. Uniform Design: Coveralls and separates to share identical specifications (except for one-/two-piece distinction), including color codes. Details in coverall design drawings.  

6. Safety Boots:  

   - Primary color: Black  

   - Features: Oil-resistant, puncture-proof, impact-resistant, impermeable in hazardous environments.  

   Standard: EN ISO 20345:2011 (Safety footwear)  

   Protection Levels:  

     - SB: Basic safety  

     - S1: Anti-static  

     - S2: Water-resistant upper  

     - S3: Penetration resistance (for hazardous environments)  

7. Fabric Samples: Submitted for buyer approval before bidding.  

8. Product Samples: Submitted for approval before mass production.  

 

III. Bidder Qualification Requirements  

(A) Basic Qualifications  

1. Independent legal entity status.  

2. Valid business license (scope must include labor protection supplies, apparel/footwear).  

3. No major legal violations in past 2 years (commitment letter required).  

4. Sound financial status in past 2 years (audit reports required).  

(B) Professional Qualifications  

1. Production/sales license for labor protection supplies/apparel/footwear (manufacturer certification required).  

2. Import/export trade qualification (certification required).  

(C) Other Requirements  

1. Consortium bids not accepted.  

2. USD payment/receipt capability (proof required).  

 

IV. Prequalification  

1. Registration Period: June 12–16, 2025 (Iraq Time, until 24:00)  

2. Submission Documents:  

   1) Unified business license (triple certificate integration)  

   2) USD account proof  

   3) Labor protection supplies/apparel/footwear production/sales license  

   4) Import/export trade qualification  

   5) Commitment letter: No major legal violations (past 2 years)  

   6) Audit reports (past 2 years)  

   7) Bidder Qualification Statement (self-prepared format)

V. Rules & Procedure  

If qualified bidders < 3, Submitted for higher-level approval. If > 3, tender documents will be issued via email.
