Invitation of DPAB Rumaila Project WO PSD Mobile Security Service

I. Project Overview

1. Project Name: Tender for Workover PSD Mobile Security Services of Iraq Rumaila Project.  

2. Service Scope: Provide 3+1 PSD mobile security teams and management services for the travel of Chinese and international employees in compliance with the ROO’s security standards.  

3. Project Location: Rumaila Project workover sites and base.  

4. Service Period: From September 1, 2025, to February 28, 2026.

II. Technical Requirements  

1. Personnel Requirements:

   - PSD Project Manager: 1 person, responsible for overall coordination of personnel movements.

   - Airport Liaison Officer: 1 person, responsible for airport pick-up/drop-off coordination.

   - 3+1 PSD Teams: 18 personnel in total, including Team Leader, Deputy Team Leader, drivers, and security escorts, responsible for daily security operations.

2. Technical Specifications:

   - Team Leader: Must hold a close protection qualification and FPOS certification, with ≥4 years of military/armed police experience.

   - Deputy Team Leader: Must hold a close protection qualification and medical first aid certification, with ≥3 years of military/armed police experience or ≥2 years in PSC.

   - Drivers: Valid driving license and DDT certification, ≥1 year of experience in PSC, and close protection training.

   - All personnel, vehicles, and equipment must comply with the ROO’s Security SRC V11 Standards.

3. Deliverable: Ensure safe escort services for daily personnel movements, shift rotations, and rig move operations.

4. Quality Assurance: Zero casualties due to social security incidents during service delivery.

III. Bidder Qualification Requirements  

(A) Basic Qualifications:

1. Independent legal entity with general taxpayer status.

2. Valid business license for PSD mobile security services.

3. No major legal violations in the past two years.

4. Sound financial status (submit audited financial reports for the past two years).

(B) Professional Qualifications:

1. Valid Qualifications for providing PSD mobile security services(or equivalent certification).

2. ISO certification (provide project proof).

3. Service experience and performance certificate in Rumaila Oilfield (provide project proof).

(C) Other Requirements:

1. Joint bids are not accepted.

2. Must have USD payment capability (provide proof).

IV. Pre-Qualification  

1. Application Period: June 11–June 15, 2025 (Iraq Time, 24:00).

2. Required Documents:

   - Business License(Company Incorporation Certificate).

   - Proof of USD account.

   - Qualifications for providing PSD mobile security services(or equivalent certification).

   - Proof of Service experience and performance certificate in Rumaila Oilfield (provide project proof).

   - No major legal violations in the past two years.

   - Audited financial reports for the last two years.

   - ISO qualifications (project proof required).

   - Bidder qualification declaration (format optional).

V. Bidding Process  

If fewer than 3 qualified bidders apply, the process will proceed upon approval from higher authorities. If more than 3 qualified bidders apply, the bid documents will be issued via email.  

VI. Important Notes  

This tender is subject to Chinese and Iraqi laws. The bid issuer reserves the right to cancel or re-initiate the bidding process.
