I. Project Background

1. Project Name: Iraq Rumaila Project Class G HSR Oil Well Cement Procurement  

2. Procurement Scope: 

5000 tons Class G HSR Oil well Cement for the Rumaila Block in Iraq.

The detailed specifications and model requirements for the cement are as follows:

Oman cement company (S.A.O.G.),each 1.5 MT, UV resistance and Water proof plastic with 4 points lifting.  

3. Delivery Terms: DDP (Delivered Duty Paid) Daqing Base, Rumaila, Iraq.  

4. Service Period: From contract signing until January 14, 2026.  

II.Technical requirements

1. Operational Experience:

The supplier is required to have experience in Oman Oil well Cement delivery in Iraq. （evidence required）

2. Technical Requirements:

-Supplier agrees that it will provide all related technical documents, catalogs, Material Test Certificates, Certificate, import license, any necessary license of Compliance as required by Company for approval.

-Supplier shall guarantee that Cement hereof are made from Oman Cement Company (S.A.O.G.), and complies in all respects with the standard of API 10B-2 and technical specifications stipulated in this Contract.

3  Service Requirements:

-Supplier shall be sole responsible for any/all damages or costs if the Cement are not complied with technical specifications requested by Company.

4  Quality Assurance:

-Twelve months guarantee term is due from the date when Cement are supplied to Company (hereinafter referred to as “Guarantee Period”).

-During the Guarantee Period, if any replacement be required at Company’s site. Cement shall be transported to Supplier’s premises by Supplier and all the costs of Cement shall be borne by Supplier. Cement shall meet the technical specifications as mentioned above during the Guarantee Period.

-The Parties agree that, after the Guarantee Period, if Cement occurs some problems in the course of operation, whether or not by reasons of inferior quality or operation , if so requested by Company in writing, Supplier shall still be obliged to provide the service of inspecting and instigating the problems without any additional cost.

III. Bidder Qualification Requirements

(A) Basic Qualifications  

1. Legal Entity Status

Must be an independent legal entity with general taxpayer status

2. Company Registration Documents

Must provide Iraqi government-issued company registration certificates

3. Tax Identification Number (TAX ID)

Must submit a valid Iraqi government-issued Tax Identification Number (TAX ID)

4. Commercial Registration Number

Must provide an Iraqi government-issued Commercial Registration Number

(B) Professional Qualifications  

1. Valid Business License

Must hold a valid business license covering the general trading services. 

2. Must have at least 1 year of Oil Well Cement supply service experience (supported by contractual proof)

(C) Additional Requirements  

1. Joint bids are not accepted

2. The bidder shall maintain an active US dollar (USD) account with a recognized financial institution (Valid bank account confirmation letter must be submitted as proof)

IV. PRE-QUALIFICATION

1. Application Period: June 07, 2025 – June 11, 2025 (24:00 Iraq Time).  

2. Submission Documents:  

- Business license (register certificate)

   - Registered Capital (in registered currency)

   - Registered Company Address

   - Commercial Registration Number

   - ID information of legal representative (ID or passport copy)

   - Full name, contact of chief operator.

- Company profile & service experiences (should have oil well cement supply service experience in Iraq)

- Tax ID information

- No Major Legal Violations in the Past Two Years (Declaration Required, self-drafted format)

- Audited Financial Report (Past Two year)

NOTE: All the Arabic documentations need English translation from a government officially certified translation agency.

V. Tender Process

- If qualified bidders are fewer than 3, the tenderer will seek approval from higher authorities to proceed.  

- If qualified bidders exceed 3, tender documents will be issued via email.  

VI. Important Notes

This tender is subject to Chinese laws,Iraqi local laws and regulations. The tenderer reserves the right to cancel or re-tender.
