Invitation for Living Services Contract for Base Camp and Rig Site

I. Project Background

1. Project Name： Living Services Contract for Base Camp and Rig Site

2. Service Content：Provide comprehensive catering services for the Daqing Rumaila Project Base and six drilling rigs (catering for 100 people per drilling rig per day, and 130 people at Base per day). Catering services, laundry, accommodation, office cleaning, pest control, and camp management shall be provided in accordance with the life service requirements stipulated in the contract signed with the Client. Also included are the repair, maintenance, and upkeep (turnkey) of kitchen, laundry, and cold storage equipment for both the drilling teams and the base. Base maintenance services include monthly sewer cleaning and cleaning of the employee area outside the base compound.

Each drilling rig member shall be provided with four meals per day, and Base staff member with three meals per day, along with sufficient daily water, an appropriate amount of beverages and fruits, four VIP meals per month, and high-quality catering during important Chinese and Iraqi holidays.Additionally, services shall include pest control, cleaning and maintenance of camp areas (both indoors and outdoors), routine repair and maintenance of the camp, and daily laundry and management of employees’ clothing for both the drilling teams and the base.

3. Project Location：Rumaila project Base and Rig site in Basra Iraq. 

4. Service Period：From the date of signing the contract to Dec. 31th, 2025.

II.Technical requirements

1.According to the bidding requirements, the Tenderer shall provide all services to the satisfaction of the Tenderee.

2.The Tenderer is required to provide relevant documents in accordance with the bidding documents, including company qualification certificates, personnel qualifications (including certificates of professionally trained personnel, resumes, medical examination reports, etc.), and company service experience (including performance records, proof of client satisfaction, and other related documents).

3.After the contract is signed, personnel for relevant positions shall be dispatched to the Rumaila Project according to the committed mobilization period. The mobilization period will be one of the evaluation criteria in the technical proposal and will be quantitatively scored based on its duration.

4.The Tenderer must have relevant catering service experience and provide supporting documentation as evidence.

5.The Tenderer is required to provide comprehensive repair and maintenance services for equipment such as kitchens, laundries, and cold storage facilities, as well as services including room cleaning, camp facility maintenance, and landscaping maintenance at the Base (including sewer cleaning services at the base).

6.The Tenderer must accept the tax rates stipulated in the contract.

7.The Tenderer is required to provide pest control services free of charge, three times per month as specified.

8.The Base life services must provide high-quality Chinese, Western, and Arabic meals for both lunch and dinner daily (Chinese meal: two meat dishes, one vegetable dish, and one soup; two Western meals; two Arabic meals). The drilling rig sits must also have the capability to provide high-quality Chinese, Western, and Arabic meals on-site to meet the Tenderee's requirements.

9.The Base life services must provide three Chinese chefs (including one pastry chef). The Tenderee reserves the right to request additional chefs based on the actual number of diners. Each drilling rig sit must have at least one Chinese chef.

III. Bidder Qualification Requirements

1. The bidder must be a general taxpayer who is capable of providing the services being tendered and independently bears civil and other legal responsibilities.

2. This tender does not accept joint bidding.

3. Ability to receive and pay in US dollars (certificate required).

4. The contractor participating in the bidding must meet the following conditions: complete and properly registered company documentation, full legal entity qualifications, and good standing in terms of qualifications and reputation.

5. Schedule requirements: within the service application period, a professional team must be dispatched to complete the catering-related services

6. Quality requirements: Comply with the QA/QC quality system requirements. 

7. HSE management: follow HSE local management.

8. Good financial status (audit reports or other supporting documents for the past two years are required).

9. The Tenderer must possess catering service qualifications (or equivalent certification).

10. Possess more than one year of catering service experience (project proof required).

IV. Qualification pre-examination

1. Registration period: June 3rd, 2025 to June 7th, 2025 24:00 (Iraq time)

2. Application requirements：

1）Three-in-one business license, company registration certificate, tax number.

2）Documents proving US dollar account.

3）Catering service qualification certificate (or equivalent certification).

4）Proof of international project performance (at least 2 similar projects).

5）Good financial status (audit reports or other supporting documents for the past two years are required).

6）Bidder's Qualification Declaration Letter (self-drafted format).

7）Identification certificate of the legal person (scan of passport or ID card).

8）Any other technical or company certification documents.

V.Rule and procedures

If there are less than three qualified bidders, the process will continue after approval by the superior. If there are more than three qualified bidders, the tenderer will issue the tender documents by email.

VI. Description

This tender is subject to Chinese laws,Iraqi local laws and regulations. The tenderer reserves the right to cancel or re-tender.
