Invitation for Bids for Centralized Procurement of Drilling Production Materials

I. Project Overview  

1. Project Name: Centralized Procurement of Production Materials for Rumaila, Halfaya, and Zubair Projects in Iraq  

2. Scope of Work:  

   Procurement of production materials for:

   - Rumaila Project (drilling and workover operations)  

   - Halfaya Project  

   - Zubair Project  

3. Tender Packages:  

   - Package 1: Production materials for Rumaila (drilling and workover)  

   - Package 2: Production materials for Halfaya  

   - Package 3: Production materials for Zubair  

4. Delivery Location: Tianjin Daqing Warehouse, China  

5. Service Period: From contract signing until August 30, 2026  

II. Technical Requirements  

1. Bidders must supply materials strictly as per the procurement list.  

2. Materials must meet criteria of high quality, competitive pricing, and short lead time.  

3. Minimum shelf life: 6 months. The tenderer reserves the right to withhold payment for defective materials.  

4. All materials must be delivered to the designated location (Tianjin Daqing Warehouse) within the committed timeframe.  

III. Bidder Qualification Requirements  

(A) Basic Qualifications

1.Independent legal entity status.

2.Valid import/export trade license.

3.No major legal violations in the past three years (submit compliance declaration).

4.Sound financial status (submit audited financial reports for the past two years).

(B) Professional Qualifications

1.Minimum 1 year of international trade experience (submit proof of similar contracts).

2.Quality commitment letter for production materials (self-drafted format).

(C) Additional Requirements

1.Joint bids are not accepted.

2.Capability for USD transactions (submit supporting documents).

IV. Pre-Qualification  

1. Application Period: May 30, 2025 – June 3, 2025 (24:00 Beijing Time).  

2. Submission Documents:  

   - Three-in-one business license  

   - Proof of USD account  

   - Import-export trade certificate  

   -International trade performance records (at least 2 similar contracts)  

   - Audited financial reports (past two years)  

   -Quality commitment letter (including legal compliance declaration)

 V. Procedure  

- If fewer than 3 qualified bidders apply, the tenderer will seek approval from higher authorities to proceed.

This tender is subject to Chinese laws and local Iraqi regulations. The tenderer reserves the right to cancel or reinitiate the tender process.
