Invitation for Bids for The packer and DV tool procurement

I. Project Overview

1)Project Name: Iraq Rumaila Project Packer + DV Tools Procurement

2)Procurement Scope:9-5/8" Packer + DV Tools (including service fees).

3)Delivery Terms: DDP (Delivered Duty Paid) Daqing Base, Rumaila, Iraq.

4)Service Period: From contract signing until August 30, 2026

II. Technical Requirements  

1. Technical Specifications:

The packer and DV tool must be designed such that, after the packer is fully expanded, a circulation port above the packer can be opened to allow upward circulation and to isolate the cement slurry above the pump-in tool from moving downward. The packer and DV tool should be activated by applying casing pressure or by using a wiper plug to land on a setting seat followed by pressure application. Continuous pumping will enable the packer to fully expand. Once expansion is complete, the DV tool is opened via a rupture disk.

2. Technical Requirements:

The packer and DV tool must be made of L80 grade material.

Thread connection must be VAM TOP type.

The tool shall have an internal pressure resistance of no less than 6,900 psi and an external collapse resistance of no less than 4,800 psi.

After expansion, the packer must withstand a pressure differential of at least 4000 psi from above.

The tool must be equipped with standard stage tool plugs and corresponding landing collars.

Both the first-stage and second-stage plugs must be top/bottom plug assemblies.

The packer and DV tool must be designed to be PDC bit drillable.

The packer and DV tool must have proven successful field application experience in the Iraqi oilfields and must comply with relevant API standards and certifications.

3. Delivery Requirements:

All items must be delivered within three months from the date the purchase order is received. The delivery must include a complete accessory kit and all relevant certification documents.

4. Service Requirements:

The packer and DV tool package must include on-site deployment services, pre-run make-up service for the packer, DV tool, and casing, as well as provision of corresponding make-up torque records.

III. Bidder Qualification Requirements

(A) Basic Qualifications

1)Independent legal entity status.

2)Manufacturer or authorized distributor (submit business license).

3)No major legal violations in the past three years (submit compliance declaration).

4)Sound financial status (submit audited financial reports for the past two years).

(B) Professional Qualifications

1)Valid production/sales certifications (submit certificates; distributors must provide authorization letters).

2)Minimum 2 years of international project sales and service experience (submit project proofs).

(C) Additional Requirements

1)Both manufacturers and authorized distributors are eligible.

2)Capability for USD transactions (submit supporting documents).

IV. Pre-Qualification

(A) Registration Period: May 30, 2025 – June 3, 2025 (24:00 Iraq Time).

(B) Submission Documents:

1)Business license (and authorization letter for distributors).

2)USD account certification.

3)Product qualification certificates.

4)Proof of international project experience (minimum 2 annual projects).

5)Audited financial reports (past two years).

6)Bidder qualification declaration (self-drafted format).

V. Tender Process

If qualified bidders are fewer than 3, the tenderer will seek approval from higher authorities to proceed.

If qualified bidders exceed 3, tender documents will be issued via email.

VI. Important Notes

This tender is governed by Chinese and Iraqi laws. The tenderer reserves the right to cancel or re-initiate the tender process.
