Invitation for Bids for Rumaila Project Drill Bit Procurement

I. Project Overview  

1. Project Name: Iraq Rumaila Project Drill Bit Procurement  

2. Procurement Scope: PDC (Polycrystalline Diamond Compact) drill bits for the Rumaila Block in Iraq.  

3. Delivery Terms: DDP (Delivered Duty Paid) Daqing Base, Rumaila, Iraq.  

4. Service Period: From contract signing until July 30, 2026.  

II. Technical Requirements  

1  Operational Experience:

The supplier is required to have experience in performing more than 30 well operations in the Rumaila oilfield in Iraq.

2  Technical Requirements:

Under standard operating parameters, each bit should achieve a footage completion ratio of no less than 90%, ideally reaching 100%, with a single bit run. Each bit must be accompanied by complete original manufacturer documentation, including Certificates of Conformity (COC). The bit should demonstrate excellent rock-breaking efficiency and aggressiveness, along with strong hydraulic cleaning capability. The cutter elements and blade back rake angle should ensure effective cuttings removal. Dual-row cutters or outer-row non-standard cutters should be reasonably applied to improve overall impact resistance.

3  Service Requirements:

Based on the geological characteristics of the Rumaila block, the supplier must provide formation analysis, adaptability studies of different bit types for various hole sizes, bit structural design, anti-ball-up solutions, and hydraulic parameter design.

4  Quality Assurance:

The supplier must provide ongoing technical support and commit to continuous improvement of bit designs based on field performance feedback.

III. Bidder Qualification Requirements  

(A) Basic Qualifications  

1. Independent legal entity status.  

2. Manufacturer or authorized distributor (submit business license).  

3. No major legal violations in the past three years (submit compliance declaration).  

4. Sound financial status (submit audited financial reports for the past two years).  

(B) Professional Qualifications  

1. Manufacturer or distributor must hold valid drill bit production/sales certifications (submit certificates; distributors must provide authorization letters).  

2. Minimum 3 years of international procurement experience (submit project proofs).  

(C) Additional Requirements  

1. Both manufacturers and authorized distributors are eligible.  

2. Capability for USD transactions (submit supporting documents).  

IV. Pre-Qualification  

1. Registration Period: May 30, 2025 – June 3, 2025 (24:00 Iraq Time).  

2. Submission Documents:  

   - Business license (and authorization letter for distributors).  

   - USD account certification.  

   - Drill bit qualification certificates.  

   - Proof of international project experience (minimum 3 annual projects).  

   - Audited financial reports (past two years).  

   - Bidder qualification declaration (self-drafted format).

V. Tender Process  

- If qualified bidders are fewer than 3, the tenderer will seek approval from higher authorities to proceed.

- This tender is governed by Chinese and Iraqi laws. The tenderer reserves the right to cancel or re-initiate the tender process.
