II、Technical Requirements
1. The PDC bits provided by the bidder shall comply with standards such as API Spec7-1 and API RP 7G.
2. The PDC bits provided by the bidder are applicable to the formation of Iraq BLOCK9 and Rumaila block, with a maximum well depth of 4,800 meters.
3. Based on the geological and lithological characteristics of BLOCK9 and Rumaila, and different wellbore sizes, personalized bit adaptability analysis, bit structure design and features, mud bag prevention design, hydraulic parameter design, construction parameters, etc. can be provided.
4. The drill bit should have the capability to achieve one-trip drilling technology, with a drilling speed no lower than the current average index. It should be able to provide product data, including average mechanical drilling speed, average footage of the drill bit, footage of multiple drill bits, and maximum footage, etc.

5. The drill bit should come with an unshackle; Provide water holes of the corresponding size as requested by the customer; And provide spare water holes and water hole loading and unloading tools.
6. The bidder shall commit to providing technical support services as needed (if required) during the use of the drill bit to assist with parameter optimization, problem diagnosis and post-drill analysis.
7. After the drill is used, the bidder may cooperate with our requirements (if necessary) to provide a detailed post-drill analysis report (including IADC passivation classification, wear photos, performance analysis, suggested improvements, etc.).
8. The bidder shall provide technical training on the operation, maintenance and best practices of this type of PDC bit.
III、Bidder Qualification Requirements
(1) Basic qualification requirements
1. Have independent legal person status
2. Manufacturer or authorized agent (business license required)
3. No record of major violations (a commitment letter is required)
4. Good financial status (audit report required)
(2) Professional qualification requirements
1. The manufacturer or authorized agent must have production or sales qualifications (qualification certificates must be provided; authorized agents must provide authorization letters)
2. The brand should be an internationally renowned drill bit brand (a certificate of origin for the drill bit needs to be provided)
3. The international project application record of the drill bit should be no less than three years of usage performance (project performance proof and good one-trip drilling performance proof should be provided).
(3) Other requirements
1. This tender only accepts bids from manufacturers or authorized agents.
2. Have the ability to receive and pay in US dollars (proof is required)
IV、Prequalification
