Invitation for Bids for Transshipment of Rig DQ023 Equipment from Halfaya to FAO

I. PROJECT OVERVIEW

1. Project Name: Transshipment of Rig DQ023 Equipment from Halfaya to FAO

2. Scope of Work: The customs formalities for the drilling Rig DQ023, including but not limit to export from the Halfaya Oilfield, free zone formalities, import of the FAO Oilfield, registration, land transportation, and all related processes.

3. Project Location: Halfaya Oilfield, FAO Oilfield, Iraq

4. Service Period: From June 13 2025 to December 13, 2025

II. TECHNICAL REQUIREMENTS 

1. Bidder is responsible for completing the re-export procedure of Rig DQ023 Equipment and its accessories located in Daqing Halfaya Project and provides the original invoice for customs charges.

2. Bidder is responsible for handling all the custom formalities of Rig DQ023 in MOC, MOO SC and GC, ensure the rig and all the equipment are clear from any legal and custom troubles.  

3. Bidder is responsible for completing the re-import procedure of Rig DQ023 Equipment and its accessories to FAO oil field, obtain all the permissions, license, approvals from government, customs, and all other authorities.

4. Bidder is responsible for picking up Rig DQ023 Equipment and its accessories from Daqing Halfaya Project (Bidder shall be responsible for preparing cranes, lifting tool and people for the loading of the cargoes at Bidder’s own cost.).

5. Bidder is responsible for transport Rig DQ023 Equipment and its accessories from Daqing Halfaya Project to FAO oil field via Free Zone, getting all the passes and permits during the transportation on all the check points and any other authorities, bear all the expenses related.

6. Bidder is responsible for offloading Rig DQ023 Equipment and its accessories from trucks to the ground in FAO oil field well site (Bidder shall be responsible for preparing cranes, lifting tool and people for the offloading of the cargoes).

7. The Bidder is responsible for advance payment of 1% cargo value fee in Free Zone of Rig DQ023 Equipment and related custom formalities.

8. Bidder is responsible for completing of Rig DQ023 registration in BOC, SC, and hand over the original CCD to Company.

III. BIDDER QUALIFICATION REQUIREMENTS

A) Basic Qualifications

1. Legal Entity Status

Must be an independent legal entity with general taxpayer status

2. Company Registration Documents

Must provide Iraqi government-issued company registration certificates

3. Tax Identification Number (TAX ID)

Must submit a valid Iraqi government-issued Tax Identification Number (TAX ID)

4. Commercial Registration Number

Must provide an Iraqi government-issued Commercial Registration Number

B) Professional Qualifications

1. Valid Business License

Must hold a valid business license (or equivalent certification) covering logistics, transport, and customs clearance services

2. Must have at least 1 year of logistics, transport, and customs clearance service experience in Iraq (supported by contractual proof)

C) Other Requirements

1. Joint bids not accepted

2. The bidder shall maintain an active US dollar (USD) account with a recognized financial institution (Valid bank account confirmation letter must be submitted as proof.)

IV. PRE-QUALIFICATION

1. Application Period: May 28-30, 2025 (Iraq time, deadline: 24:00)

5. ID information of legal representative (ID or passport copy)

6. Full name, contact of chief operator.

7. Company profile & service experiences (should have logistics, transport, and customs clearance experience in Iraq)

8. Tax ID information

NOTE: All the Arabic documentations need English translation from a government officially certified translation agency

V. BIDDING PROCESS

If less than 3 qualified bidders apply, the process will proceed upon approval from higher authorities. If more than 3 qualified bidders apply, the bid documents will be issued via email

VI. IMPORTANT NOTES

This tender is subject to Chinese and Iraqi laws. The bid issuer reserves the right to cancel or re-initiate the bidding process.
