I. Project Overview

1)Project Name: IBOP Procurement Tender Announcement for the Iraq Rumaila, Zubair, and Kurdistan Project Management Department.

2)Procurement Content: IBOP (Inside Blowout Preventer / Internal Blowout Preventer)

3)Delivery Location: FCA Daqing Tianjin Warehouse

4)Service Period: From the date of contract signing until June 30, 2026

 

II. Technical Requirements 

1. Technical Specifications:

Rumaila Project: 

Outer Diameter 197mm, Inner Diameter 75mm, Rated Working Pressure 70 MPa, Minimum Working Pressure 1.7 MPa. Connection Threads (both ends): 6 5/8 REC. Make-up Torque: 63 kN·m to 75 kN·m.

Zubair Project: 

Outer Diameter 197mm, Inner Diameter 76.2mm, Rated Working Pressure 70 MPa, Minimum Working Pressure 1.7 MPa. Connection Threads (both ends): 6 5/8 REC. Make-up Torque: 50 kN·m to 69 kN·m. Specifications and dimensions must meet the assembly requirements of the Beishi Top Drive DQ70BSC.

Kurdistan Project: 

Outer Diameter 197mm, Inner Diameter 75mm, Rated Working Pressure 70 MPa, Minimum Working Pressure 1.7 MPa.

Hydraulic IBOP: Double ears, 6-5/8" REG BOX (GPDS) x 6-5/8" REG PIN.

Manual IBOP: Single ear, 6-5/8" REG BOX x 6-5/8" REG PIN.

Make-up Torque: 63 kN·m to 75 kN·m.

2. Technical Requirements:

Rumaila Project:

Material 4330V. Tensile Strength Rm ≥ 1000 MPa, Yield Strength Rel ≥ 900 MPa.

Zubair Project:

Material 4330V (or better material suitable for well depths exceeding 4500 meters, high flow rates, and high pump pressures). Tensile Strength Rm ≥ 1000 MPa, Yield Strength Rel ≥ 900 MPa.

Kurdistan Project:

Material 4330V. Tensile Strength Rm ≥ 1000 MPa, Yield Strength Rel ≥ 900 MPa.

 

3.Delivery Requirements:

Delivery within 1 month after contract signing.

 

4.Warranty Requirements:

The IBOP shall have a minimum pure circulation life of 2,000 hours, and the manufacturer must provide a written guarantee to this effect. If, under normal operating conditions (Handling downhole accidents such as sticking and acid soaking does not constitute normal use), the circulation life fails to reach 1,000 hours, the supplier shall be liable for compensation. If the actual circulation life reaches 1,000 hours or more but falls short of 2,000 hours, the settlement amount shall be calculated proportionally based on the actual service time (Settlement Amount = Actual Service Hours / 2,000 × Total Contract Value).

5.   Operational Experience

Zubair Project:

Must have experience supplying for deep wells exceeding 4500 meters, with flow rates above 4.5 m³/min, and pump pressures above 3500 psi.

 

III. Bidder Qualification Requirements

(A) Basic Qualifications Conditions

1)Possess independent legal person status.

2)Manufacturer or authorized distributor (business license required).

3)No record of major violations of laws or regulations (Letter of Commitment required).

4)Sound financial condition (Audit Report required).

(B) Professional Qualifications Requirements

1)Manufacturer or authorized distributor possesses production or sales qualifications (Qualification Certificate; authorized distributors must provide Authorization Letter).

2)Experience in sales and customer service (Proof required).

(C) Other Requirements

1)This tender accepts bids from manufacturers or authorized distributors.

2)Possess USD receipt/payment capability (Supporting documents required).

 

IV. Pre-Qualification

(A) Application Period: From January 28, 2026 to 24:00 (Iraq Time), February 3^rd, 2026 .

(B) Application Documents:

1)Business license, if an authorized distributor, provide both Business License and Authorization Letter.

2)Proof of USD bank account.

3)Product Qualification Certificates.

4)Proof of Performance/Experience.

5)Audited financial reports.

6)Bidder Qualification Declaration Letter (including statement on existence of any record of law violations, etc., format is at bidder's discretion).

V. Rules & Procedure

If the number of qualified bidders is less than three, the process will continue upon approval from higher authorities. If the number of qualified bidders exceeds three, the Tenderer will issue the tender documents via email.

 

VI. Important Notes

This tender is subject to Chinese laws and Iraqi local laws and regulations. The Tenderer reserves the right to cancel or re-issue the tender.

二、技术要求

1、技术规范：

①鲁迈拉项目：外径197mm，内径75mm，额定工作压力 70Mpa，最低工作压力1.7Mpa，两端接头螺纹：6  5/8REC，上扣扭矩63KNM-75KNM。

②祖拜尔项目：外径197mm，内径76.2mm，额定工作压力 70Mpa，最低工作压力1.7Mpa，两端接头螺纹：6  5/8REC，上扣扭矩50KNM-69KNM，规格尺寸需要满足北石顶驱DQ70BSC装配要求。

③库尔德项目：外径197mm，内径75mm，额定工作压力 70Mpa，最低工作压力1.7Mpa，液动IBOP：双耳，6-5/8" REG BOX（GPDS)X6-5/8" REG PIN，; 手动IBOP:单耳6-5/8" REG BOX X6-5/8" REG PIN，上扣扭矩63KNM-75KNM

2、技术要求：

①鲁迈拉项目：材质 4330V，抗拉强度Rm  ≥1000Mpa，屈服强度Rel  ≥ 900Mpa。

②祖拜尔项目：材质 4330V（或更好材质适合于井深4500米以上，大排量，高泵压），抗拉强度Rm  ≥1000Mpa，屈服强度Rel  ≥ 900Mpa。

③库尔德项目：材质 4330V，抗拉强度Rm  ≥1000Mpa，屈服强度Rel  ≥ 900Mpa

3、交付要求：

签订合同后1个月交付

4、质保要求：

IBOP纯循环时间2000小时以上，且生产厂家要出具书面承诺书。如正常使用（处理井下事故，如卡钻、泡酸等，不属于正常使用），循环时间达不到1000小时需要赔偿，达到1000小时以上 不到2000小时，按使用时间比例结算（结算金额=使用时间/2000*实际金额）

5、作业经验：

祖拜尔项目：需有提供深井4500米以上，排量4.5方以上，泵压3500以上的工作经验。

三、投标人资格要求

（一）基本资格条件

1、具有独立法人资格

2、生产厂家或授权经销商（需提供营业执照）

3、无重大违法记录（需提供承诺函）

4、财务状况良好（需提供审计报告）

（二）专业资质要求

1. 生产厂家或授权经销商具备生产或销售资质（资质证书，授权经销商需提供授权书）

2. 具有销售服务经验（需提供证明）

（三）其他要求

1、本次招标接受生产厂家或授权经销商投标

2、具备美元收付能力（需提供证明材料）

四、资质预审

1、报名时间：2026年1月30日至2月3日24:00（伊拉克时间）

五、规则流程

本招标适用中国法律和伊拉克当地法律法规，招标人保留取消或重新招标的权利。
