I. Project Overview

1)Project Name: Casing Accessories - Centralizers Procurement Tender Announcement for the Iraq Rumaila and Zubair Project Management Department.

4)Service Period: From the date of contract signing until June 30, 2026

 

II. Technical Requirements 

1. Technical Specifications:

Products must fully comply with all relevant requirements of the latest edition of API SPEC 10D. The bow spring shall be made of high-quality alloy, capable of withstanding high lateral impact loads, especially suitable for horizontal wells and high-angle wells. The centralizer shall be integrally formed, seamless and weld-free. The centralizer clamp shall be of integral type, fixed with threaded set screws. The clamp material must ensure its yield strength is higher than that of the centralizer spring steel, ensuring that deformation under force occurs first in the centralizer rather than the clamp. It must also provide sufficient static friction to prevent slippage, while its hardness must be significantly lower than the casing steel grade to ensure no damage (scoring) to the internal/external coating or body of the casing.

 

2. Technical Requirements:

Rumaila Project:

9-5/8" Casing Centralizer for 12-1/4" borehole, recommended OD 312mm, 8-blade structure.

7" Casing Centralizer for 8-1/2" borehole, recommended OD 216mm, 6-blade structure.

Centralizers require a starting force of 0, and recovered OD shall be no less than 90% of the starting OD.

All dimensional requirements (ID, starting OD, length, width) must precisely match the casing and borehole.

Centralizer clamps for both 9-5/8" and 7" casing. The clamp ID must precisely match the casing OD (coupling OD or casing body OD) at the intended fixed location.

Zubair Project:

Procurement of centralizers and clamps, requiring inclusion of hex keys for clamp tightening:

20"×26" Casing Centralizer: Integral, non-welded, elastic, suitable for 26" borehole.

20" Casing Centralizer Clamp: Integral, screw-fixed.

13-3/8"×17-1/2" Casing Centralizer: Integral, non-welded, elastic, suitable for 17-1/2" borehole.

13-3/8" Casing Centralizer Clamp: Integral, suitable for 17-1/2" borehole, screw-fixed.

9-5/8"×12-1/4" Casing Centralizer: Integral, non-welded, elastic, suitable for 12-1/4" borehole.

9-5/8" Casing Centralizer Clamp: Integral, screw-fixed.

7"×8-1/2" Centralizer: Integral, semi-rigid, suitable for 8-1/2" borehole.

7" Casing Centralizer Clamp: Integral, screw-fixed.

7"×8-1/2" Casing Spiral Centralizer: Integral type, screw-fixed.

 

3. Delivery Requirements:

Upon receipt of the order, full delivery shall be completed within three months. At the time of delivery, the complete accessory kit for the packer (including attachments, rubber plugs, etc.) shall be provided, along with the corresponding qualification documents and product certifications.

 

4. Warranty Requirements:

Upon delivery, corresponding performance parameter tables and experimental test data for centralizers and clamps of each size shall be submitted. Products shall be updated and iterated subsequently based on actual field usage conditions.

 

III. Bidder Qualification Requirements

(A) Basic Qualifications Conditions

1)Possess independent legal person status.

2)Manufacturer (business license required).

3)No record of major violations of laws or regulations (Letter of Commitment required).

4)Sound financial condition (Audit Report required).

(B) Professional Qualifications Requirements

1)Manufacturer possesses production qualifications (Qualification Certificate required).

(C) Other Requirements

1)Only manufacturers are eligible to bid for this tender. Bids from authorized distributors will not be accepted.

2)Possess USD receipt/payment capability (Supporting documents required).

 

IV. Pre-Qualification

(A) Application Period: From January 28, 2026 to 24:00 (Iraq Time), February 1^st, 2026.

(B) Application Documents:

1)Business license.

2)Proof of USD bank account.

3)Product Qualification Certificates.

4)Audited financial reports.

5)Bidder Qualification Declaration Letter (including statement on existence of any record of law violations, etc., format is at bidder's discretion).

V. Rules & Procedure

If the number of qualified bidders is less than three, the process will continue upon approval from higher authorities. If the number of qualified bidders exceeds three, the Tenderer will issue the tender documents via email.

 

VI. Important Notes

This tender is subject to Chinese laws and Iraqi local laws and regulations. The Tenderer reserves the right to cancel or re-issue the tender.

二、技术要求

1、技术规范：

产品必须完全符合 API SPEC 10D 最新版的所有相关要求；弓簧片采用优质合金制成，能够承受很高的横向冲击载荷，尤其适用在水平井和大斜度井中。扶正器为整体成型，无焊接一体成型。扶正器卡箍为整体式，使用螺纹顶丝固定，卡箍材质需确保其屈服强度应高于扶正器弹簧钢，确保在受力时先变形的是扶正器而非卡箍，同时必须提供足够的静摩擦力以防止滑动，同时硬度必须显著低于套管钢级，以确保不损伤（刻痕）套管内外涂层或本体。

2、技术要求：

鲁迈拉项目：9-5/8寸套管扶正器用于12-1/4寸井眼，推荐外径为312mm，8棱结构。7寸套管扶正器用于8-1/2寸井眼，推荐外径为216mm，6棱结构。扶正器要求启动力为0，恢复外径不低于启动外径90%；所有尺寸要求（内径、启动外径、长度、宽度）必须精确匹配套管和井眼。扶正器卡箍分别用于9-5/8寸以及7寸套管，卡箍内径必须与目标固定位置的套管外径（接箍外径或套管本体外径）精密匹配。

祖拜尔项目：采购扶正器及卡箍，需配内六角扳手以便紧固卡箍：20"×26〞套管扶正器为一体式非焊接，弹性，适用于26寸井眼；20"套管扶正器卡箍为一体式，螺钉固定；13-3/8"×17-1/2"套管扶正器为一体式非焊接，弹性，适用为17-1/2寸井眼；13-3/8"管扶正器卡箍为一体式，适用为17-1/2寸井眼，螺钉固定；9-5/8“×12-1/4"套管扶正器为一体式非焊接，弹性，适用于12-1/4”井眼；9-5/8"套管扶正器卡箍为一体式，螺钉固定；7"×8-1/2"扶正器为一体式半刚性，适用于8-1/2“井眼；7"套管扶正器卡箍为一体式，螺钉固定；7"×8-1/2"套管旋流扶正器为整体式，螺钉固定。

3、交付要求：

自收到订单时，应在三个月内完成全部交付。交付时应提供封隔器对应完整的配件箱的配件（附件和胶塞等）以及对应资质文件、产品合格证等。

4、质保要求：

交付时，应提交对应尺寸扶正器以及扶正器卡箍相关性能参数表以及对应实验测试数据，并根据现场实际使用情况，对后续产品进行更新迭代。

 

三、投标人资格要求

4、财务状况良好（需提供审计报告）

（二）专业资质要求

1. 生产厂家具备生产资质（需提供资质证书）

1、本次招标只接受生产厂家投标，不接受授权经销商投标

2、具备美元收付能力（需提供证明材料）
