Invitation for Bids for Running Casing&Tubing Service

I. Project Background

1. Project Name： Casing&Tubing Contract

2. Service Content：The Contractor shall provide equipment and personnel for running casing/tubing. The service must meet the BECL’s strict technical requirements, including the provision of torque chart and record upon completion. For critical wells, highly deviated wells, for example, the use of a CRT may be required. Additionally, for coated tubing provided by the BECL, the Contractor must supply special running tools to prevent damage.

The Contractor must mobilize the necessary equipment and personnel to the wellsite as per Company written service order and complete the operation within the specified timeframe. After the job, all relevant torque chart and record must be submitted. Payment will be based on the agreed day rate and actual working days as mentioned in the contract. The contract amount is an estimated amount, and final settlement will depend on actual service days.

If the Contractor fails to meet the quality and HSE requirements outlined in the contract, Company reserves the right to impose penalties, deduct payments, or even terminate the contract and cancel the service.

3. Project Location：Rumaila project site in Basra Iraq.

4. Service Period：From the date of signing the contract to Jan 19th, 2026.

II.Technical requirements

1. Equipment and personnel mobilization must comply with the client’s (BECL) land  transportation procedures.

2. All casing/tubing running equipment and tools must meet BECL’s QA/QC requirements.

3. Torque chart and record must comply with BECL’s QA/QC standards.

4. Transport vehicles and drivers must have valid licenses and certificates, and with oilfield access permits as well.

5. The Contractor must have enough capability of equipment and crew to cover at least three casing/tubing operation at the mean time.

6. Upon receiving the work order, the Contractor must mobilize equipment and personnel within the required timeframe, coordinating with the rig crew to complete casing operations

III. Bidder Qualification Requirements

1. The bidder must be a general taxpayer who is capable of providing the services being tendered and independently bears civil and other legal responsibilities.

2. This tender does not accept joint bidding.

3. Ability to receive and pay in US dollars (certificate required).

4. The contractor participating in the bidding must meet the following conditions: the enterprise registration information is formal and complete, the legal person qualification is complete, and the qualification and reputation are good.

5. Technical requirements: Shall provide torque charts/records fully compliant with the BECL's QA/QC requirements..

6. Schedule requirements: Mobilize crews and equipment to provide casing/tubing running services within the timeframe specified in the service request..

7. Quality requirements: Comply with all the QA/QC requirements of BECL for casing/tubing running.

8. HSE management: Strictly adhere to the HSE local management policy and fully comply with both the BECL's and Daqing's HSE procedural.

9. Good financial status (audit reports or other supporting documents for the past two years are required).

IV. Qualification pre-examination

1. Registration period: May 27, 2025 to May 31, 2025 24:00 (Iraq time)

2. Application requirements：

1）Three-in-one business license, company registration certificate, tax number.

2）Documents proving US dollar account.

3）Proof of international project performance (at least 2 similar projects).

4）Bidder's Qualification Declaration Letter (self-drafted format).

5）Identification certificate of the legal person (scan of passport or ID card).

6）Good financial status (audit reports or other supporting documents for the past two years are required).

7）Any other technical or company certification documents

V.Rule and procedures

If there are less than three qualified bidders, the process will continue after approval by the superior. If there are more than three qualified bidders, the tenderer will issue the tender documents by email.

VI. Description

This tender is subject to Chinese laws,Iraqi local laws and regulations. The tenderer reserves the right to cancel or re-tender.
