I. Project Overview  

1. Project Name: CAT Diesel Engine Repair Service for Zubair Project, Iraq  

2. Scope of Work: On-site repair and parts replacement for 4 CAT diesel engines  

3. Project Location: Zubair Project Site, Basra Province, Iraq  

4. Service Period: From contract signing until July 30, 2026  

II. Technical Requirements  

1. Personnel Requirements:  

   - Deployment of 3 maintenance personnel (1 senior engineer + 2 engineers), all holding CAT or equivalent diesel engine repair certifications.  

2. Technical Specifications:  

   - Strict adherence to CAT OEM disassembly and assembly manuals; submission of a complete repair plan.  

   - Repair cycle per unit: 12–14 days.  

3. Parts Requirements:  

   - Only CAT genuine parts are allowed (proof of parts origin required).  

4. Deliverables:  

   - Bilingual (Chinese-English) repair report and daily maintenance logs.  

5. Warranty Terms:  

   - Warranty period: 3,000 cumulative operating hours or 1 year (whichever comes first).  

   - Warranty bond: 10% of the contract value.  

III. Bidder Qualification Requirements  

(A) Basic Qualifications  

1. Independent legal entity with general taxpayer status.  

2. Business license covering electromechanical equipment repair services.  

3. No major legal violations in the past three years (provide a "Credit China" query screenshot).  

4. Sound financial status (submit audited financial reports for the last two years).  

(B) Professional Qualifications  

1. CAT diesel engine authorization (or equivalent certification).  

2. Minimum 1 year of international diesel engine repair experience (provide project proofs).  

(C) Other Requirements  

1. Joint bids are not accepted.  

2. Must have USD payment capability (provide proof).  

IV. Pre-Qualification  

1. Application Period: May 14–18, 2025 (Iraq time, deadline: 24:00).  

2. Required Documents:  

   - Unified Social Credit Code business license.  

   - Proof of USD account.  

   - CAT diesel engine authorization (or equivalent).  

   - Proof of international project experience (at least 2 similar projects).  

   - "Credit China" query screenshot.  

   - Audited financial reports for the last two years.  

   - Bidder qualification declaration (format optional).

V. Bidding Process  

If fewer than 3 qualified bidders apply, the process will proceed upon approval from higher authorities. If more than 3 qualified bidders apply, the bid documents will be issued via email.  

VI. Important Notes  

This tender is subject to Chinese and Iraqi laws. The bid issuer reserves the right to cancel or re-initiate the bidding process.
